William J. Lowell is the managing director of LDT and is directly involved in all matters the firm takes on.Lowell was Director of the U.S. State Department's Office of Defense Trade Controls from November 1994 to January 2003, where he managed the U.S. Government's program for arms exports. From January 2003 to December 2006, he was a member of the staff for the U.S. House of Representatives' Committee on International Relations, where he had responsibility for oversight of arms sales, security assistance, nonproliferation and export controls. He received the Secretary of State's Career Achievement Award in January 2003 upon retiring from the State Department.During 31 years at State, he led many international negotiations and delegations to international conferences for the U.S. Government and held a number of management and senior staff positions, including with the Office of the Under Secretary for Arms Control and International Security Affairs, the Office of the Special Envoy for the Former Yugoslavia, and Deputy Director for the Office of Advanced Technology.
Lowell earned an M.A. from Georgetown University and a B.A. from the University of Massachusetts.

Patrick F. Lowell is a senior associate with LDT. He provides a variety of program management and business services, coordinating client training and audit programs.
Before joining LDT Patrick was the chief financial officer of a telecommunications audit company specializing in carrier, enterprise and government contracts.
He attended George Mason University, where he graduated magna cum laude with a B.S. degree in finance and was the recipient of several academic awards from the School of Management.

John V. Lowell is an associate with LDT. He conducts complex research in the global arms market and advanced technology sectors. John plays a leading role in the firm's trade compliance and related national security analysis.
He earned a B.A. with honors in May 2014 from The Catholic University of America in Washington, D.C., where he majored in politics.
